Au palmarès canadien des taxes sur l’essence, nous détenons d’ailleurs le premier rang au niveau de la « part des taxes sur l’essence » et également au chapitre des « taxes-sur-les-taxes totales » chargées sur l’essence. Méchante distinction ! Cette « distinction » propre au Québec ressort du 23e rapport annuel sur la transparence fiscale à la pompe que vient de rendre public la Fédération canadienne des contribuables (FCC). Les informations rapportées dans l’étude sont tirées des données de prix de l’essence compilées au cours du mois d’avril dernier. Dans la grande région de Montréal, selon la FCC, la part des taxes sur le prix de l’essence à la pompe s’élève à 42 %. Dans les autres régions du Québec, la panoplie de taxes accapare 39 % du prix. Au Québec, la panoplie de taxes par litre d’essence comprend : la taxe provinciale sur les carburants (19,2 cents), la taxe d’accise fédérale (10 cents), la taxe sur le carbone (5,37 cents), la TVQ, la TPS. Dans la grande région montréalaise, s’ajoute une majoration de 3 cents de taxe par litre pour le financement du transport collectif. Dans l’ensemble des autres provinces canadiennes, les taxes sur l’essence représentent une moyenne de 33,6 % du prix de détail à la pompe, variant dans une fourchette allant de 31 % en Alberta jusqu’à 38 % en Ontario. Concernant maintenant le volet des « taxes-sur-les-taxes totales », on en paye pour 5,6 cents par litre d’essence dans la grande région montréalaise et 4,8 cents dans le reste de la province. La taxation des taxes sur l’essence dans les autres provinces canadiennes s’élève à 2,9 cents par litre. Elle varie dans une fourchette de 1,6 cent (Manitoba) à 4,7 cents (Terre-Neuve-et-Labrador). Pire encore Non seulement les automobilistes québécois sont les plus lourdement taxés quand ils font le plein à la pompe, mais en plus le gouvernement du Québec se permet d’imposer un « prix minimum » qui a pour conséquence d’empêcher les automobilistes de profiter de rabais. Renaud Brossard, le directeur Québec de la Fédération canadienne des contribuables (FCC), a profité de la sortie du pertinent rapport sur la transparence fiscale à la pompe pour dénoncer le « prix minimum de l’essence » que les essenceries doivent respecter dans les diverses régions du Québec. C’est la Régie de l’énergie du Québec qui est chargée d’établir hebdomadairement le « prix minimum estimé » de l’essence pour les différentes régions québécoises. « Si un propriétaire d’essencerie vend ses produits sous le prix minimum estimé, explique M. Brossard, il est susceptible de recevoir une mise en demeure de ses concurrents pour pratique commerciale déloyale. » En 2020, précise-t-il, il y a eu 1454 mises en demeure qui ont été remises pour une essence vendue à un prix jugé trop abordable par la concurrence. La FCC réclame l’abolition de cette politique du « prix minimum estimé » qui a pour effet direct de protéger les pétrolières et les essenceries aux dépens des automobilistes.
